PAUL KRIZEK FILES BILL TO REPEAL COMSTOCK'S ANTI-LABOR LEGISLATION

Mount Vernon, VA--Delegate Paul Krizek (D-44) announced legislation today to repeal a Republican anti-worker measure patroned by then Delegate Barbara Comstock in 2012 that prohibits the use of Private Labor Agreements (PLAs) on state contracts. 

Krizek's legislation, HB8, would allow PLAs again on state projects.
 

"PLAs create career paths for women, minorities, veterans, and other underrepresented populations," said Krizek. "Developing qualified workers in the building trades, and including people who historically were underrepresented in those trades, has a positive long-term economic benefit for the individuals who receive the jobs and for the construction industry as a whole."

The use of PLAs ensures projects are completed on time and on budget and
reduces the misclassification of workers and the related underpayment of payroll taxes, workers compensation, and other requirements, which lets a larger percentage of construction wages stay in state.
